(1)

It is hereby declared to be the policy of the general assembly of the state of Colorado that, in order to safeguard the life, health, and property and the public welfare of the people of this state and in order to protect the people of this state against unauthorized, unqualified, and improper practice of chiropractic, it is necessary that a proper regulatory authority be established and adequately provided for.

(2)

It is unlawful for any person to practice or to offer to practice chiropractic in the state of Colorado, or to use in connection with his or her name or business or otherwise to assume, use, or advertise any title or description that will or that reasonably might be expected to mislead the public into believing he or she is a doctor of chiropractic, unless the person has been duly licensed under the provisions of this article 215. Anyone who holds himself or herself out to the public as a doctor of chiropractic without qualifying for proper licensing under this article 215 and without submitting to the regulations provided in this article 215 endangers the public life, health, property, and welfare.
