Statutory revision committee

(1)

There is hereby created in the legislative department the statutory revision committee, referred to in this part 9 as the “committee”. The committee consists of ten members, appointed as follows:

(a)

The speaker and minority leader of the house of representatives shall each appoint two members from the house of representatives;

(b)

The president and minority leader of the senate shall each appoint two members from the senate; and

(c)

Two nonvoting nonlegislative members, appointed by the committee on legal services, who are attorneys-at-law admitted to practice in Colorado. The members appointed under this paragraph (c) shall not be affiliated with the same political party.

(2)

Except as provided in subsection (9) of this section, the legislative members of the committee must be appointed no later than ten days after the convening of the first regular session of each general assembly and the nonlegislative members appointed under paragraph (c) of subsection (1) of this section must be appointed at the first meeting of the committee on legal services following the organization of that committee pursuant to section 2-3-502 (4) in the first regular session of each general assembly. Membership on the committee of each such appointive member terminates upon the appointment of his or her successor or upon termination of his or her office in the general assembly, whichever occurs first. In the case of the members appointed under paragraph (c) of subsection (1) of this section, appointments are for two-year terms, which terms commence the date on which the committee on legal services makes the appointments.

A vacancy in the office of a member must be immediately filled by the original appointing authority.

(4)

Any member of the committee may serve for succeeding terms on the committee.

(5)

The committee shall select from among its members a chairperson and a vice-chairperson. The chairperson and vice-chairperson shall not be affiliated with the same political party. Except as provided in subsection (9) of this section, the chair serves as chair for the first regular session of the general assembly through the legislative interim immediately following, and as vice-chair when the second regular session commences; the vice-chair serves as chair from the commencement of the second regular session through the legislative interim immediately following.

The committee may meet as often as necessary, but it shall meet at least twice in each calendar year. The committee may meet during the legislative sessions and during the interim between sessions.

(7)

Legislative members of the committee shall be reimbursed for necessary expenses incurred in the performance of their duties and paid the same per diem compensation as provided by law for members of interim legislative committees for each day of attendance.

(8)

The office of legislative legal services shall provide staff assistance to the committee.

(9)
