Endorsement of license

(1)
The department of education is authorized to cause a license to be endorsed. Any such endorsement shall identify the grade, age, or developmental level or levels, subject matter area or areas, or other specialization appropriate to an applicant’s preparation, training, or experience. Any endorsement made pursuant to this section shall be subject to review at the expiration of the license so endorsed. The state board of education may establish, by rule and regulation, appropriate endorsements and the criteria for such endorsements.(2)
Notwithstanding the discretionary authority granted in subsection (1) of this section, the department of education shall issue a special education teacher endorsement to an applicant who completes course work and assessments, as specified by rule of the state board of education, in a program in special education offered by an accepted institution of higher education, which program has been approved by the state board of education.(3)
The department of education shall collaborate with the department of higher education to create a mentor teacher endorsement for teachers who provide mentoring and oversight for teacher candidates in accordance with the standards adopted by the department of higher education pursuant to section 23-78-105 (3). The state board of education by rule shall establish the criteria for the endorsement, which must, at a minimum, include successfully completing training provided by an educator preparation program, as defined in section 23-78-103, and at least one full school year of successful experience serving as a mentor teacher for a teacher candidate who is participating in clinical practice, as defined in section 23-78-103.
